HR Manager / Assistant Manager (Operations)

Location: Singapore

About the Role

An established retail entertainment organization with a strong regional footprint is seeking a hands-on HR professional to manage end-to-end HR operations and support business growth across multiple operational sites.

This role partners closely with business leaders to drive workforce planning, ensure operational excellence, and maintain compliance in a fast-paced, high-volume environment.

Key Responsibilities

Talent Acquisition & Workforce Planning

  • Manage full-cycle recruitment, including high-volume hiring for operational roles
  • Partner stakeholders on manpower planning and pipeline development
  • Drive efficient onboarding and employee integration

HR Operations & Payroll

  • Oversee payroll processing with vendors, ensuring accuracy and compliance
  • Maintain employee records, attendance, and HR systems
  • Ensure adherence to statutory and internal HR requirements

Employee Relations & Engagement

  • Act as a trusted HR point of contact for employee matters
  • Manage grievances, disciplinary cases, and conflict resolution
  • Drive engagement initiatives and retention efforts

Performance Management

  • Support performance cycles including goal setting, reviews, and confirmations
  • Partner managers on development plans and performance improvement cases

Governance & Compliance

  • Ensure compliance with local employment regulations and internal policies
  • Maintain audit-ready documentation and support policy enhancements
  • Manage the full employee lifecycle from onboarding to offboarding

HR Analytics & Reporting

  • Track and analyse key HR metrics (hiring, attrition, attendance, payroll)
  • Provide data-driven insights to support business decisions

HR Administration

  • Support day-to-day HR operations, onboarding logistics, and internal initiatives

Requirements

  • Degree in HR, Business, Psychology, or related field
  • 8–10 years of HR experience, including 3–4 years in a managerial capacity
  • Proven experience in high-volume hiring within fast-paced, operational environments
  • Strong knowledge of Singapore employment laws and HR best practices
  • Experience in multi-site environments (e.g., retail, hospitality, F&B) preferred
  • Hands-on, adaptable, and able to operate effectively in lean teams
  • Strong stakeholder management and communication skills
  • Familiarity with HRIS, payroll processes, and HR analytics
