Technical PM, Cloud and DevSecOps (Contract)

Company / Role Overview

A leading international financial services organisation is seeking a Technical Project Manager to support large-scale cloud transformation initiatives across the APAC region. This role sits within a regional technology infrastructure and transformation function, partnering closely with architecture, platform engineering, infrastructure, DevSecOps, and country teams to drive cloud adoption strategies and execution. The position requires a technically grounded project manager who can bridge strategic direction with practical implementation, while balancing delivery priorities, governance, financial considerations, and stakeholder management across a complex multi-country environment.

Key Responsibilities

• Translate global cloud transformation strategies into practical and scalable implementation plans suitable for regional business and technology environments across APAC.
• Assess existing infrastructure landscapes, platform capabilities, application environments, and country-level constraints to identify feasible cloud adoption and modernisation opportunities.
• Support the development of reusable cloud adoption frameworks, implementation patterns, and infrastructure modernisation approaches across multiple regional entities.
• Partner with engineering, infrastructure, architecture, and DevSecOps teams to coordinate cloud adoption initiatives, manage dependencies, track risks, and ensure alignment between strategic objectives and delivery execution.
• Work closely with regional stakeholders to align transformation initiatives with existing technology refresh cycles and budget considerations, while supporting financially sound investment planning and cost optimisation efforts.
• Perform financial analysis, budgeting support, and investment scenario modelling using Excel to help drive commercially practical technology decisions.
• Contribute to DevSecOps continuous improvement initiatives by supporting operational performance tracking and process optimisation activities.
• Prepare high-quality presentations, governance materials, investment proposals, and executive updates for senior management, steering committees, and regional leadership forums.

Job Requirements

• 8–12 years of experience within technical project or program management, with at least 5 years focused on infrastructure, cloud transformation, platform engineering, automation, or DevSecOps-related initiatives.
• Strong understanding of cloud adoption methodologies, infrastructure modernisation, automation practices, cloud migration concepts, platform engineering, and DevSecOps environments.
• Ability to engage confidently with technical teams including architects and engineers, while translating technical discussions into structured business and delivery outcomes for senior stakeholders.
• Proven experience managing regional or global initiatives across multiple countries and distributed teams within complex governance environments.
• Strong project delivery capabilities covering planning, governance, risk management, dependency tracking, stakeholder coordination, and execution oversight.
• Advanced communication and presentation skills, with experience preparing executive-level materials, steering committee updates, and senior management presentations.
• Strong Excel and analytical skills with experience supporting budgeting exercises, financial modelling, investment analysis, or cost-conscious transformation planning.
• Prior exposure to financial services or regulated industry environments, including understanding of technology governance or regulatory considerations, would be advantageous.
